General Description
This position is part of a team of professionals who together conduct federal government relations activities on behalf of the University and Johns Hopkins Medicine. As a registered federal lobbyist for the institution, the Associate Director advocates for federal legislative and regulatory action to advance Johns Hopkins' mission of teaching, research and patient care. The Associate Director will identify and respond to relevant federal issues/trends of importance to the institution, particularly in the areas of health care policy and public health. The Associate Director is based in Baltimore, with frequent travel to Washington, D.C.

• Advocates for federal legislative and regulatory health care issues to advance Johns Hopkins mission of research, teaching and patient care.
• Through regular contact with leadership and internal experts, conduct risk analysis and evaluates the potential financial and/or policy impact of new policy proposals on the Johns Hopkins institutions.
• Establish and maintain effective professional relationships with internal and external constituencies, particularly members of Congress, their staff, and members of the executive branch.
• Alerts the Team Leader/Director regarding proposed changes to legislative or regulatory issues that impact the institution and develops/proposes an institutional response.
• Participate in office-wide strategic planning to ensure attention to legislative and regulatory environment and priorities.
• Collect and/or analyze data to answer policy questions through self-initiated research and analysis.
• Employ strong analytical capabilities, to define problems to interpret and synthesize complex information.
• Serve on and/or monitor internal Hopkins committees or workgroups.
• Actively participate in trade association and ad hoc alliance activities.

Bachelor's degree required. Advanced degree in law, policy, or related field preferred. Minimum five years of legislative or regulatory experience or a record of achievement in directing government relations efforts in the area of federal health care policy.

Special Knowledge and Skill:
• Excellent communication, presentation and interpersonal skills. Ability to serve as registered lobbyist on behalf of the institution and be primary contact for elected officials and external constituencies.
• Ability to communicate Johns Hopkins position on a wide range of issues and enhance institutional visibility through coordination of site visits and observation/tour experiences for policymakers.
• Demonstrated ability to prepare decision documents, policy briefs, bill summaries, testimony, and talking points for internal and external use.
• Demonstrated ability to develop and enhance materials for publication, web posting and internal briefings such as biographic information on elected officials, financial charts of historical data and presentation slides.
• Ability to manage competing demands in a fast-paced environment.
• Ability to work independently and as part of a team.
• Demonstrated ability to convey complex issues to diverse audiences and write effectively on a deadline.

Preferred Qualifications
• Advanced degree in law, economics or public policy is desirable.
• Direct experience in Congress or federal agency working in health matters.
• Previous experience or knowledge of academic medicine a plus.
