General summary/purpose:

Responsible for the management of professional fee billing and collection which may include coding, charge capture, charge entry, claims processing, insurance payment posting and insurance accounts receivables follow-up and other processes necessary to the success of the business unit including oversight of subordinate manager and supervisor responsibilities. Provide leadership to subordinate staff and encourage staff to support both current and proposed University and departmental policies and initiatives. Monitor and analyze staff productivity, reimbursement patterns, practice results and makes recommendations to enhance clinical revenues. Scope of position is broad in nature and will require analytical thinking, ingenuity and planning skills to promote team actions and results.

Specific Duties/Responsibilities:

  • Monitor actual performance relative to standards to determine staffing requirements and take corrective action.
  • Manage daily activities of coding and charge entry, third party payment posting, claims processing, and insurance follow-up staff to effectively perform any or all of the following:
  • Payments and rejections posting;
  • Refunds processing;
  • First time paper claims reviewing and mailing;
  • Fatal edit correcting;
  • PCS work file processing;
  • Third party correspondence.

Responsible for the collection, batching, coding and entering of all registration and charge data and overall system maintenance.

Assure that reimbursements of professional health care services sought from third party payers are justified and appropriate, in accordance with applicable rules and regulations.

Establish a mandatory orientation and continuing education program for clinical staff and billing personnel.

Require appropriate medical record and billing training for any staff found to be in non-compliance as determined through the Office of Billing Quality Assurance sampling or departmental reviews.

Implement comprehensive internal and external audit coverage of the compliance program operations, professional fee billing and medical record documentation.

Establish and maintain working knowledge of payer requirements for all sub-specialties.

Analyze billing data, develop accounts receivable performance targets and devise action plans necessary to attain goals.

Interface with Information Technology personnel assigned to computer system maintenance regarding unprinted claims, dictionary maintenance, PCS compiling, ad-hoc reporting requests, and electronic tape submissions.

Monitor processing of Medicare and Blue Shield Acknowledgement reports and take corrective action to as required or needed.

Analyze unit training needs and assist in the development of specialty specific programs for the production unit staff. Maintain CPA and PBS mandatory training schedules for all production unit personnel.

Serve as representative on various committees on both a departmental as well as a school-wide level.

Maintain strictest confidentiality.

Resolve patient inquiries and complaints related to billing.

Provide oversight over several functional areas as identified by the Production Unit Manager.

Minimum qualifications:

Bachelors degree in health care administration, business, or related discipline. CPC certification preferred.

3 years progressively responsible professional level experience in a physicians group practice environment. 2 years supervisory experience required. Experience in an academic medical environment strongly preferred. Requires in-depth knowledge of academic faculty practice billing issues and specific knowledge of billing issues. IDX and EPIC experience preferred.

Additional education may substitute for experience, and additional experience may substitute for education to the extent permitted by the * JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job. *

Preferred qualifications:

  • IDX and EPIC experience preferred.
  • CPC certification preferred.
  • Five years progressively responsible professional level experience in a physicians group practice environment which includes two years supervisory experience required.
  • Strong organizational and analytical skills.
  • Excellent organizational skills.
  • Aptitude for figures and attention to detail.
  • Ability to interact effectively.
  • Capable of meeting deadlines and working well under pressure.
  • Excellent interpersonal, communication and customer service skills required.
  • Knowledge of JHM and JHU/ PBS billing applications.
  • Coding Experience.
  • Able to operate basic office equipment, e.g. photo copier, fax machine, scanner, PC, telephone, etc.

During the Influenza ("the flu") season, as a condition of employment, The Johns Hopkins Institutions require all employees who provide ongoing services to patients or work in patient care or clinical care areas to have an annual influenza vaccination or possess an approved medical or religious exception. Failure to meet this requirement may result in termination of employment.

The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
