Overview

The Communications Department's mission is to provide the tools, strategies, products and programs to support the brand and its content, and to continually grow Brookings’s impact and effectiveness as a change agent for public policy in the United States and around the world. This purpose is realized if we help our scholars raise awareness, set the agenda and shape the debate around the public policy issues they choose to address.

The Associate Vice President will be a dynamic and creative self-starter who will be a key advisor to the VP for Communications. Provide strategic guidance on outreach efforts with a focus on Institution-wide initiatives, including serving as point for cross-Brookings efforts on 2020 U.S. elections. Develop and implement strategic communications plans, paying special attention to impact assessments. Supervise Public Affairs team and provide strategic leadership for project teams to ensure good collaborative relationships within Central Communications and across the Institution. Represent the Vice President as requested at key internal meetings.

Responsibilities

Team Leadership and Strategic Communications (50%)

  • Advise Vice President for Communications on strategic planning and long-term vision for communications at Brookings.
  • Responsible for conceptualizing and implementing strategic communication plans for specific projects, including overseeing Brookings-wide communications and coordination efforts on major cross-program research and programming initiatives, including coordinating Brookings-wide efforts related to policy issues in U.S. 2020 elections.
  • Ensure that media relations, policymaker outreach, online efforts, publications and other tactics are coordinated and optimized for all programs, centers and project related work.



Public Affairs Team Leadership (30%)

  • Oversee development of public affairs team, including media relations, congressional relations, and public liaison functions. Works with Media Relations team to ensure timely and efficient responses to media resulting in increased mentions in the press and media engagements.
  • Lead weekly meetings with public affairs team leads on performance of content overall and relationship between analytics, content and outreach.
  • Report to Vice President on progress towards objectives of increasing reach, engagement and sharing.



Management Operations (20%)

  • Run staff meetings as required, including meetings with communications staff in Brookings’ various programs, centers and projects.
  • Represent the VP as required on Institution-wide management committees, such as monthly meetings with the Executive Office and the research programs’ Communications Directors.
  • Represent the VP as required at Steering Committee meetings and in other senior management settings including meetings with the Implementation Committee, research vice presidents, members of the Executive Office, Development staff and Finance and Administrative staff.
  • Review, provide guidance and contribute to drafts as necessary on strategic plans, the Brookings Institution Annual Report, and other documents.
  • Assist strategically in planning and preparation for presentations for meetings to the Board of Directors, Executive Committee and Steering Committee.



Qualifications

Education/Experience Requirements:

Bachelor’s degree required, graduate degree strongly preferred. Minimum ten years experience in communications, public relations, or agency (in positions of increasing responsibility) required. Minimum five years of management experience in a policy, political, or media environment required. Experience managing complex strategic plans across multipledepartment functions and teams is essential. Experience advising senior management and/or officers on complex communications and policy matters desired. Proven track record of creatively thinking of ways to assess and message impact.

Knowledge/Skills Requirements:

Must have exemplary organizational ability. Strong writing and communications skills. A demonstrated passion for public policy and journalism. Must have exceptional interpersonal skills, discretion, poise, and display mature judgment. Ability to work in a fast-paced environment.
