Position Summary 

The Chief Lobbyist will be responsible for translating Realtor-directed policies to members of Congress, federal agencies, and the Executive branch of government and guiding NAR's stance on key REALTOR related policy. S/He will manage and provide strategic direction to a team of 9 federal legislative staff and oversee an annual budget of over 10 million. The Chief Lobbyist will have proven leadership skill, political acumen, significant managerial experience, and well-developed advocacy skills.

Responsibilities include, but are not limited to:

  • Set strategy and manage NAR’s core mission as it relates to legislative strategies and influence public policy in support of a strong, viable industry. 
  • Translate the overall vision into practical plans and initiatives that promote industry objectives through compelling advocacy in government at the federal level and execute those plans.
  • Liaise with members of Congress (and their staff) and builds relationships with key stakeholders in congress, in the Executive branch, and in all federal agencies in order to communicate NAR policy positions. Manages relationships with members of congress, Administration staff, and agency officials, including coordination of fundraising activities.
  • Provide guidance and translates the Realtor Party (the alliance of REALTORS® and REALTOR® associations working to protect and promote homeownership and property investment) policies to policymakers.
  • Build coalitions with external constituents/partners with common goals and objectives and facilitate non-traditional coalition building efforts.
  • Ensure seamless integration of strategy and resources for the successful achievement of NAR’s political strategy, including the efforts of internal staff and resources, members, and external partners.
  • Collaborate with communications team to help drive strategic direction for public affairs communication activities that target members about Congressional policies and regulations. Brief NAR staff and the NAR leadership team about policies and regulations.
  • Provide thought leadership in key policy areas affecting the industry on Capitol Hill and with other stakeholder groups, such as trade associations, think tanks, political and public policy organizations.
  • Represent NAR at state and local conventions and in committee meetings to discuss matters of policy and regulation.


  • Bachelor’s Degree required, advanced degree preferred.


  • Minimum 15 years of demonstrated experience in the government affairs arena as a government official, staffer to a member of Congress or Congressional committee, or in a related position in the Administration, at a private firm, business, or combination thereof.
  • A proven ability to work effectively with top-level government officials along the entire political spectrum
  • Experience executing a hands-on approach to build credibility, relationships and knowledge within an organization and its membership
  • A collaborative style, interactive with the courage and conviction to challenge and defend ideas and strategies; works as a partner with NAR’s executive management team
  • Demonstrated experience managing legislative staff and all lobbying functions
  • Outstanding analytical, organizational, and writing skills
  • Experience working in a non-profit/membership organization or an understanding of the real estate vertical a plus

  • Strong executive level verbal & written communication, presentation, and public speaking skills, including the ability to represent NAR at forums and events, with both external stakeholders and members.
  • Proven ability to develop, adapt, and manage long-term plans and business and political strategies to support, protect, and advance the mission of NAR.
  • A strong aptitude for gathering information and developing insight to solve problems and achieve results.
  • A proven ability to build and maintain political partnerships and relationships, including with NAR’s senior executive team, to further NAR’s legislative agenda.
  • An ability to inspire trust and confidence, including ability to sell ideas and influence directly and indirectly.
  • A solid reputation for integrity and follow-up; trustworthy with confidential information
