Job Details

Under the supervision of the Vice President, Policy, the Deputy Director primarily performs legislative and regulatory policy development and advocacy work for the Policy & Regulatory Affairs Department in support of operating divisions of AHIP and its member organizations. 

Specific Responsibilities: 

  • Manages, conducts research and prepares materials on health care reform legislation and regulations and policies in support of the operating divisions of AHIP and its member organization, including drafting comment letters, statements, testimony, white papers, and issue briefs in support of our ongoing advocacy efforts.
  • Provides timely and technically accurate policy analyses, bill and regulation summaries, comparison charts and related work.  Analyzes legislative and regulatory proposals and prepares written summaries of enacted proposals.
  • Prepares written communications, policy and research briefs, and talking points in support of AHIP’s policy positions.
  • Actively participates in research projects in support of AHIP’s strategic plan, including managing policy development work and research on specific health care reform legislative and regulatory proposals, identifying and executing new research projects, and managing consultants/third-parties in developing policy-oriented studies and analysis. 
  • Attends and actively participates in internal and external meetings and conferences of interest to the Policy & Regulatory Affairs Department and prepares summaries and analyses.                
  • Leads and directs workgroup and committee discussion and presents on calls to help facilitate plan discussion and achieve consensus on key issue, as well as manage day-to-day activities of key Policy & Regulatory Affairs workgroups.  This includes facilitating and leading plan discussion to work toward consensus on key issues and preparing memos and background materials for various workgroup meetings to assist in the policy development process and develop consensus-oriented positions. Identifies public policy and operational issues with major regulatory or legislative proposals and helps frame and develop policy alternatives through discussion papers, white papers, slide presentations and related policy analysis.
  • Represents AHIP at external meetings/conferences on an as needed basis.
  • Performs other duties and special projects as assigned.

 

Requirements

Skills:              

  • Advanced understanding of health insurance and managed care issues, legislative and regulatory processes, and laws and regulations relating to health insurance and managed care is necessary, with a focus on commercial insurance market issues (including both individual and group markets).
  • Demonstrates strong leadership in executing on key priorities and developing consensus-oriented positions and recommendations on key issues.  
  • Possess excellent written and oral communication skills.
  • Possess political acumen.
  • Ability to think critically and constructively.
  • Strong interpersonal and organizational skills.
  • Excellent research skills
  • Ability to finalize products in a timely and accurate fashion.  

Experience: 

  • 5-8 years of experience working with the Federal government is required.
  • 5 years of experience working with a Federal regulatory agency or Congress is preferred. 
  • 2 years of experience conducting research or analysis of legislative and regulatory proposals relating to health care insurance and managed care is desired. 

Education:     

  • Bachelor’s degree required, advance degree in Public Policy is preferred. 

 Certification Requirements: 

  • None.

Physical Work Activities & Conditions: 

  • Continuous sitting for prolonged periods more than 2 consecutive hours in an 8 hour day.
  • Keyboard use of greater or equal to 50% of the workday.

Percent of Travel: 

  • Up to 10% of time.
