Detailed Job Description

The Army Educational Outreach Program (AEOP, usaeop.com) provides students and teachers a collaborative, cohesive, portfolio of Army-sponsored STEM programs that effectively engage, inspire, and attract the next generation of STEM talent through K though college programs and expose them to Department of Defense (DoD) STEM careers. A member of the Consortium of collaborative organizations working together to support the AEOP and led by Battelle Memorial Institute, RIT is executing the AEOP STEM apprenticeships and leading the AEOP career development effort.
The AEOP Apprenticeships program is a DoD funded, grant-based initiative that helps to address the Nation's need for a diverse, agile, and highly competent STEM literate talent pool. AEOP provides high school and undergraduate college students with hands-on STEM research opportunities in military and university laboratories across the United States and its Territories. Participating in AEOP apprenticeships offers students the unique opportunity to be mentored and trained by senior Army, Army-sponsored, or university faculty researchers while conducting real-world research. The AEOP apprenticeship programs for high school students are comprised of the Science and Engineering Apprenticeship Program (SEAP), High School Apprenticeship Program (HSAP) and Research and Engineering Apprenticeship Program (REAP). The AEOP apprenticeship programs for college students are comprised of the College Qualified Leaders (CQL) program and the Undergraduate Research Apprenticeship Program (URAP). The AEOP, with leadership from RIT and support from the AEOP Consortium, will develop and implement a comprehensive career development element to supplement the Army's existing apprenticeship programs. This may include the addition of graduate level research, mission specific multi-generational team challenges, mentorship trainings, etc. The Director will provide strategic planning, oversight, and implementation for the AEOP Apprenticeships and Career Development effort.

Job duties include:
1.Lead the development and implementation of the AEOP apprenticeship program
  • Collaborate regularly with Consortium partners, the Lead Organization, and the Army Cooperative Agreement Manager (CAM).
  • Serve as the subject matter expert for apprenticeships and career development to the AEOP consortium.
  • Ensure that the RIT AEOP project complies with the guidance and spirit set forth by the AEOP Cooperative Agreement.
  • Conduct independent research and analysis in existing STEM apprenticeship and career development initiatives and develop recommendations based on findings.
  • Organize and support committees, working groups, and communications efforts that promote cross-consortium collaboration and development of resources for apprenticeships and career development.

2.Strategic planning, administrative oversight, and reporting.
  • Establish the annual strategic plan for AEOP apprenticeships and workforce development, informed by best practices and assessment findings.
  • Serve as the key representative to the funder, RIT Sponsored Research, RIT Sponsored Programs Accounting, and the RIT K-12 University Center Leadership Team.
  • Oversee the project budget ($2.3M annual) and stipend payment and tracking system. Implement continuous process improvements to meet needs of all stakeholders.
  • Provide oversight to ensure accurate, thorough, and on time completion of all AEOP reports - fiscal, programmatic, and evaluative.

3.Vision, direction, and execution support for high-quality services to support AEOP apprentices, mentors, and laboratories in the achievement of experiential learning, career and employment goals.
  • Support the coordination and continuous improvement of the AEOP apprenticeships - recruitment of students and mentors, application system, evaluation, alumni network, etc.
  • Develop programmatic and technical material.
  • Build and maintain relationships with Army Lab Coordinators, Army-funded University Lab PIs, Army Research Office Liaison, and University PIs.

The Director for AEOP Apprenticeships and Career Development will report to the Director of RIT's K12 University Center. Occasional weekend or evening hours and travel to AEOP Consortium meetings and events may be required. The position based out of the RIT K12 University Center on RIT's main campus. The successful candidate will hold a minimum of a Master's degree and will have significant professional experience in grant management as well as workforce development, cooperative education, and/or youth programs. The successful candidate will be a detail-oriented independent worker able to provide leadership through a period of change.

Required Minimum Qualifications

Minimum Experience

- 3-5 years of closely related professional experience
- 3 years grant management experience

- Experience in cooperative education and/or career development
- Knowledge of workforce development curriculum
- Project management experience
- Outstanding attention to detail
- Excellent customer service skills
- Strong writing skills.
- Experience in leading a team and managing employees.
- Demonstrated success with using grant objectives to inform program design as well as evidence- based program design.
- Experience managing a budget with efficient and strategic spending in line with grant requirements.
- Strong interpersonal and organizational skills; must be adept at communicating with audiences of all backgrounds and education levels
- Values and supports individual differences. Able to work with diverse populations.
- Values transparency, accountability, and communication. Embraces a team attitude.
- Ability to listen, strategize and problem-solve in a fast-paced environment with competing priorities.
- Ability to work independently, managing and prioritizing multiple demands. Knows when to elevate issues.

Preferred Experience and Specialized Skills

-Experience working high school and/or college apprenticeship programs.
-Knowledge of STEM career paths.
-5 years of grant administration preferred.
-Experience designing programs to serve youth from groups historically underserved and underrepresented in STEM.
-Experience in providing leadership through periods of change.
