POSITION SUMMARY

The Director of Government Affairs is responsible for assisting the Chief of Staff with developing and implementing the National Quality Forum’s (NQF) legislative and regulatory strategy.  This includes representing NQF on Capitol Hill, identifying legislative and policy opportunities to advance NQF’s initiatives, preparing written documents and presentations, and managing a member advocacy coalition.  The Director of Government Affairs works collaboratively with staff in departments across the organization.

                                                                                                                      

POSITION DUTIES AND RESPONSIBILITIES

  • Oversees NQF’s advocacy, health policy, and government affairs activities in conjunction with the Chief of Staff.
  • Evaluates pending legislation and regulations and proactively works to advance NQF’s interests.
  • Participates in day-to-day advocacy activities including representing NQF in meetings with Congressional Members and staff.
  • Briefs senior leadership and NQF Board Members on legislative and regulatory agenda.
  • Serves as resource to congressional offices by offering legislative analysis, drafting, editing or recommending technical assistance, as appropriate. 
  • Develops messaging and material for dissemination to congressional members and staff, NQF members, press and other key stakeholders.  Represents NQF as a speaker or liaison to external stakeholders.
  • Manages relationships with strategic partners regarding NQF’s advocacy agenda, including the Friends of NQF, an over 100-member advocacy coalition. 
  • Organizes annual NQF Board Capitol Hill advocacy day and congressional briefings to advance NQF’s key initiatives. 
  • Drafts testimony, letters and regulatory comments as necessary. 
  • Establishes and maintains a sophisticated political contact network, specifically in the healthcare arena, with key Capitol Hill lawmakers and staff in both the House and Senate, and in the relevant executive agencies.
  • Manages government affairs operations including budget, contracts, and outside consultants.

Requirements

POSITION QUALIFICATIONS

Education/Certification:

  • Bachelor’s degree required, relevant master’s preferred.  

Experience:

  • 8-10 years of relevant healthcare experience on Capitol Hill or in government affairs with strong working knowledge of the legislative and regulatory process. 
  • Experience managing coalitions or diverse stakeholder relationships. 
  • Ability to distill complex concepts into plain English.
  • Contemporary working relationships with congressional members and staff, especially those on Senate and House healthcare committees.
  • Strong organizational and time management skills and ability to work under pressure and meet deadlines.
  • Demonstrated ability to manage multiple priorities and projects simultaneously and ability to shift as priorities change.
  • Experience presenting or writing on behalf of an organization.
  • Political astuteness.
