Job purpose

The Director, Government Relations is responsible for leading the federal and state government relations efforts of the U.S. Tire Manufacturers Association. The position coordinates with other departments throughout the organization, the government relations and public affairs staff of USTMA member companies, external consultants and representatives of industry partners and allies.

Duties and responsibilities

Key duties of the Director, Government Relations include (but need not be limited to):

• In collaboration with VP, Public Affairs, lead development and implementation of federal and state lobbying strategies, including: drafting planning documents; creating supportive materials, such as issue briefs, statements, letters and testimony; direct contact with legislators and regulators; coordination with industry allies; and vetting, hiring and management of state government relations consultants.
• Establish and maintain relationships with Members of Congress and congressional staff, state legislators and staff, representatives of related industry organizations and companies.
• Educate and persuade legislators, policymakers and allied industry organizations on tire industry-related issues and the industry’s safety and environmental initiatives.
• Testify as needed before legislative committees.
• Manage a legislative tracking process; identifying, analyzing and tracking legislation and regulations in 50 states and the federal government that affect the industry.
• Participate in industry groups and coalitions focused on relevant federal and state legislative activity.
• Serve as staff liaison to USTMA Government Relations Committee and other relevant USTMA committees, working groups or task forces; assist in the development of agendas, edited materials; help conduct meetings and periodic conference calls of relevant committees.
• Collaborate with USTMA regulatory affairs and public affairs staff to develop programs and support initiatives to advance USTMA pubic policy advocacy agenda.
• Respond to inquiries directly from member company representatives and external parties; regularly disseminate information to Association members on legislative and regulatory issues.


• Minimum 7 years government relations experience on Capitol Hill, executive agency, state legislative office, trade association, professional organization or company.
• Excellent, concise and persuasive verbal and written communication skills.
• Confident leader with demonstrated ability to motivate teams and think strategically and creatively while delivering superior tactical execution.
• Strong organizational skills; ability to handle multiple tasks/projects, take initiative and work accurately and efficiently in fast-paced environment.
• Flexibility and adaptability to changing priorities with short notice. Must be a team player, able to independently and accurately prioritize workloads.
• Microsoft Office Suite skills (Word, Excel, PowerPoint, Outlook).
• Bachelor’s degree
• Periodic travel is required, particularly during state legislative sessions.
