BBN is seeking to hire a Program Management leader that reports directly to the BBN President located in Cambridge, Massachusetts. The PM Leader will utilize skills and experience as a program leader to lead a program management office across different BBN phases. The program management office (lead) will contribute by leading program independent reviews and assessing leading indicators that result in program execution excellence. The lead will possess the credibility and programmatic experience to provide leadership for PM process, tools, and best practice discipline to include appropriate technical consulting, analysis and training for program personnel at all levels. Within the unique BBN environment of PI (principal investigator) and functional organization excellence, the PM lead will provide guidance, structure, and leadership to the PM cohort across the entire company to enable a balance of technical innovation, functional support, and program management excellence. This position is also responsible for promoting PM community of practice and leading continuous/experiential learning. The PM lead serves in a leadership and mentorship role for the BBN PM cohort. The position drives business performance and growth and helps to set the vision and execute strategic plans and direction, lead change efforts, and focus and motivate the BBN PMs to achieve established goals. This role will collaborate with and influence business unit leaders, functional leaders, principal investigators, and the strategic business development organization to set vision and direction, establish plans and strategies, and motivate programs to use best practices and processes. The program management lead will operate in the BBN culture/framework which has very demanding expectations of technical excellence and innovations from our principal investigator cohort. We seek to enable that same level of excellence with our program managers.
The PM lead will support program transition activities by mentoring and training the BBN PM cohort to focus program outcomes to best support transition inside and outside of the comapny.
The PM lead will also assist in developing, training, and mentoring those PMs that serve in account management roles. Account management roles are those that are directly focused on the program success linked to specific high value customers.


Lead program assessments to identify and make recommendations on program performance improvement.
Support all program improvement activities including execution readiness assessments, best practice assessments, and red program corrective actions.
Mentor and provide necessary guidance to PM personnel within the business units.
Develop and document a set of program management review gates.
Oversee program start-up teams in setting up executable plans and resource loaded program management baseline schedules in conformity with government regulations regarding certified Earned Value Management systems (as required).
Assist program teams in the effective management of risk and opportunities to achieve target performance, both financial and technical and to increase the probability of win.
Prepare and present executive level briefings to high level staff to potentially include external customers.
Assist transition activities of all programs through program understanding and in collaboration with BBN transition lead.
Assess and provide recommendations to improve overall program process execution throughout the entire lifecycle and in collaboration with the functional organizations.
Develop account management training curriculum and integration with overall program management training BBN framework.
Tailor, establish and document BBN PM training/development curriculum
PM lead has full latitude to examine cost, schedule, execution, program security, personnel and staffing, and facilities as relates to program execution.


Minimum of 14 years experience; preferably in a complex and dynamic program management, engineering and/or operations environment
Active DoD Top Secret Clearance
US Citizenship is required
Demonstrated success in a research and development environment.
Demonstrated success in strategic planning and ability to analyze and evaluate missions, requirements, technologies and capabilities
Proficiency in developing and presenting strategic plans, technology roadmaps, and planning to senior management, and responsibility for executing approved plans
Ability to travel occasionally, both domestically and internationally
Ability to mentor early career team members

Ability to focus, evaluate, motivate and reward the teams, enabling them to achieve desired results
Understanding of the DoD acquisition environment and processes.
Strong proficiency in partnering in matrixed organizations such as finance, contracts, engineering
Ability to manage, track and report metrics and progress through EAC reviews, PPR's, FPR's, CPR's, and finance reviews or equivalent process review
EVMS Certified
Project Management Professional Certification (PMP)

Required Education:
Bachelors degree; preferably in Science, Technology, Engineering, Mathematics (or other technical related field), Masters degree preferred.

This position requires either a U.S. Person or a Non-U.S. Person who is eligible to obtain any required Export Authorization.
