The Director for Policy will work on a range of state and federal financial services supervision issues, helping to forge the policies and practices necessary to advance NMLS as a model of collaborative regulatory oversight. In working with state and federal financial services regulators and industry representatives, the Director will identify, develop, and implement initiatives that improve supervision and coordination through the creation of system policies and functionality that builds NMLS into an effective and efficient tool for regulators, industry and consumers.

 

As a team member, this position will work on projects of varying size and complexity across a range of financial services industries in a fast-paced environment, requiring creativity and energy and allowing for significant responsibility and ownership of initiatives under their purview. This work will be conducted by facilitating working groups of state regulators and industry stakeholders, reviewing regulations and conducting research into issues to identify best practices, attending regulatory and industry meetings, and developing proposals for approval by governing committees and boards.

 

Additionally, this position will be expected to address issues identified by the NMLS operations team as having a need for a policy, practice, or communications response. To fulfill this role, the Director of Policy will need to be able to identify relevant parties (e.g. federal agency, legal counsel, etc.) for consultation, facilitate a decision, and work with the NMLS operations team to implement agreed upon policies or approaches.

  • Lead the facilitation process of state and federal regulators and industry stakeholders in promoting best practice solutions to financial services supervision. Create innovative solutions based on general ideas to deliver value to NMLS users. Link public policy debates to practical solutions.

  • Through surveys, conference calls, focus groups, and one-on-one conversations, interface with a range of NMLS regulatory and industry users and various divisions within CSBS to identify issues wherein NMLS could provide an answer. Develop well-researched and thoughtful solutions and strategically facilitate these solutions through the governance process and oversee their implementation in collaboration with the SRR Operations team.

  • Analyze state licensing and/or examination requirements as necessary to determine areas appropriate for agency collaboration and/or standardization and work with state agency stakeholders along with SRR Operations and Information Technology staff to implement necessary changes to NMLS.

  • As a policy team member, understand how NMLS works and develop initiatives that improve NMLS as a tool for state and federal cooperation.

  • Facilitate working groups for the rebuild of NMLS (“NMLS 2.0”) and serve as a Policy team liaison with SRR staff for NMLS2.0.

  • Work with SRR Policy, Development, and Operations staff to direct the policies and manage issues that arise from systems operations and development. Help ensure that developed systems continually improve their effectiveness.

  • Facilitate working groups to identify issues by users and develop appropriate policy and/or NMLS functionality responses.

  • Help manage potential expansion efforts by helping coordinate state agencies as industries continue toward jointly using NMLS, build common functionality, and collaboratively address over sight issues.

  • Help manage NMLS’ relationships and develop initiatives to foster the sharing of information in issues concerning regulator use of NMLS.

     

Additional Responsibilities

  • Maintain systems that track policy issues, housing policy and other supporting documents such that they are accessible to SRR staff and NMLS stakeholders.

  • Prepare and deliver presentations concerning NMLS functionality and policies.

 

Minimum Qualifications

To perform this job successfully, an individual should possess the knowledge, skills, and abilities listed and meet the amount of education, training and/or work experience required.

 

Education and Experience
  • Bachelor’s degree required; Master’s Degree in public policy, management, or law preferred.

  • Minimum of 10 years of experience in public policy or financial services work experience.

 

Knowledge, Skills, and Abilities
  • Strong interpersonal skills

  • Ability to present information clearly before large audiences

  • Strong planning and analytical skills

  • Ability to work in collaboration with a variety of stakeholders to resolve policy issues

  • Ability to work in fast paced environment managing multiple projects driven by multiple deadlines

  • Strong written and oral skills

  • Ability to use office software (Excel, Word, etc.) to manage projects and develop formal presentations

  • Must be a United States Citizen and able to obtain or currently possess a U.S. Government clearance at the Public Trust Moderate (MBI) level or higher
