Director of Government Affairs

 

The Auto Care Association is the voice for the auto care industry—a coast-to-coast network of 500,000 independent manufacturers, distributors, parts stores and repair shops offering quality, choice and innovation for drivers. The Auto Care Association keeps its members ahead of the curve so they can continue to serve every kind of vehicle on the road today—providing parts and services designed to make vehicles last longer, perform better and keep drivers safer.

 

We are currently seeking a Director of Government Affairs to add to our talented Government Affairs team.  The Director of Government Affairs ensures organizational consistency and visibility with government decision makers and ensures Auto Care Association’s compliance with all political and lobbying activities while maintaining the highest ethical standards.  This position is responsible for developing, managing and executing the association’s lobbying efforts in Congress regarding key policy issues critical to the auto care industry.  These key policy issues likely will focus on telematics, autonomous vehicles, data privacy, safety related issues, E-fairness, employee safety, or other areas related to the auto care industry.  Reporting to the Senior Vice President of Regulatory and Government Affairs, s/he will advance Auto Care Association’s policy objectives in the federal legislative and regulatory arenas through strategic leadership, identification of legislative and regulatory threats and opportunities, and the development of relationships with decision makers and other external stakeholders.


The specific duties and responsibilities include:

 

  • Collaborate with government affairs staff to develop and implement lobbying strategies aimed at achieving legislative and regulatory objectives for responsible issue areas
  • Monitor and interact with relevant legislators, their staff and the staff of congressional committees regarding telematics, autonomous vehicles, data privacy, vehicle safety, and other legislation that affect members
  • Monitor activity of the National Highway Traffic Safety Administration (NHTSA) as well as other Department of Transportation (DOT) divisions; U.S. Environmental Protection Administration (EPA), Occupational Safety and Health Administration (OSHA) and other federal and state agencies that might impact the auto care industry
  • Track and analyze federal legislative and regulatory action and the current political climate to identify areas of concern or opportunity, and develop, recommend, and implement strategies to further the Auto Care Association advocacy agenda
  • Develop and provide positions to federal agencies on governmental initiatives that impact Auto Care member companies and their products
  • Collaborate with industry coalitions to help achieve success on issues of importance to the association
  • Represent Auto Care Association at Congressional fundraisers (breakfasts, lunches, dinners, receptions, etc.) to communicate the association’s viewpoint on current legislative issues and provide a strong and credible voice for the association and the industry with key stakeholders
  • Assist senior vice president in coordinating the activities of the government affairs committee
  • Communicate with association membership through action alerts, phone calls and email in order to obtain immediate support for Auto Care Association positions on legislative or regulatory initiatives
  • Work in partnership with the communications department to provide members, press and public with timely information on relevant activities impacting the industry
  • Develop articles for the weekly Capitol Report and Insider
  • Support the Government Affairs department in the production of association and departmental events including support of member volunteer participation
  • Manage any outside lobbying and/or consulting teams that are responsible for representing the association during the legislative or regulatory development process to include reviewing issues and establishing positions and talking points that represent the association
  • Maintain and submit timely and accurate lobbying activity and expenditure records according to Auto Care Association policy and in compliance with FEC (Federal Election Commission), IRS (Internal Revenue Service), U.S. Congress (Lobbying Disclosure) and DOL (Department of Labor) requirements

 

Requirements

The successful candidate for this position will have the following qualifications:

 

  • A Bachelor’s degree is required
  • 10 years of legislative or regulatory experience either with a government or business organization is strongly desired
  • Must have strong contacts with majority party in Congress
  • Extensive background working on transportation-related and telecommunications issues is a plus
  • Demonstrated experience in policy development, advocacy, and government affairs
  • Ability to conceptualize, plan and manage major complex projects and multiple initiatives simultaneously
  • Outstanding organizational and time management skills with exceptional attention to detail
  • Strong verbal and written communication skills, good research skills, and the ability to be a strong team player
  • Exceptional inter-personal relationship building skills and the ability to move projects forward with minimal oversight
  • Must have a passion for the mission of Auto Care Association and a commitment to serving the auto care industry
  • The position requires extensive walking on Capitol Hill and travel up to 25 percent
