Every employee of IRI is responsible for carrying out the Mission of IRI, and demonstrating the core values (Accountability, Excellence, Freedom, Respect, Teamwork and Transparency) in their day to day operations.

The Regional Director leads the program division for the LAC region within the portfolio of IRI. This position is responsible for strategic design and guidance of programs within the region, partner relations, program design, oversight of program activities, oversight of field offices, monitoring and evaluation, financial management, fundraising, advocacy, outreach, staff supervision, and administration.

Position Requirements  

  • Undergraduate degree in political science, international relations or related field. Graduate degree preferred.
  • Ten or more years related work experience in countries within the LAC region demonstrating extensive knowledge of politics, economics, history and culture of the region.
  • Ten or more years related work experience in democracy and governance program design and management.
  • Experience living and working within countries in the LAC region.
  • Strong communications and presentation skills in English and languages of the region, as appropriate. Fluency in Spanish required.
  • Ability to work well under pressure and adapt to shifting priorities.
  • Ability to work independently and as a member of a team to coordinate and lead the efforts of other professionals to effectively meet regional needs. Experience managing a large team working in multiple locations preferred.
  • Proven ability to oversee the development of effective proposals, reports and procedures, and to complete required forms and maintain complete and accurate documentation.
  • Proven knowledge of USG funding regulations, and familiarity with US Congressional processes.
  • Experience identifying complex problems and developing creative solutions.
  • Strong ability to initiate, foster, interact, and maintain relationships with contacts and stakeholders in a diverse and multicultural environment, with sensitivity, respect, discretion, tact, and professionalism.
  • Ability to maintain the highest degree of confidentiality regarding all aspects of work at all times.
  • Ability to successfully recruit, develop, supervise and motivate staff, and provide effective management and leadership.
  • Willingness to travel to remote and difficult countries.

Primary Functions & Responsibilities

Management and Leadership

  • Provides overall direction and leadership for democracy and governance assistance strategy for LAC region in alignment with IRI strategy; provides oversight of all programs and employees within the region.
  • Responsible for overseeing and guiding the Division’s strategy and implementation of grants in its international field offices. Provides general oversight of proposals and work plans. In conjunction with division teams, supports efforts to troubleshoot program implementation or field office management issues.
  • Provides oversight of Division finances including, when necessary, analysis, budget monitoring and projections to be in full compliance with IRI and funder requirements.
  • Communicates with staff frequently to keep them engaged and motivated to enable staff retention and professional growth.
  • Will supervise Regional Deputy Director, Senior Advisor and Resident Program Directors and other staff as defined.

External Outreach & Excellence

  • Leads and actively contributes to external affairs and communications for LAC Division. This includes but not limited to, participating as IRI representative in Washington, DC and oversees in meetings with government representatives, political party leaders, civic leaders, and others.
  • Provides targeted briefings for USG officials, Members of Congress, diplomatic and international stakeholders.
  • Communicates with counterparts on a regular basis and fosters a positive image of IRI in the democracy and governance community. Serves as liaison on divisional program matters to other institutions, including NED, USAID, and others.
  • Develops and maintains in-country and regional partnerships by building and fostering cordial, productive working relationship with funders and program partners.

Programmatic, Business Development & Technical Support

  • Serves as subject matter expert to analyze and report on political and related developments in the region.
  • Encourages staff efforts in developing innovative program ideas for concept papers and new funding outreach efforts.
  • Identifies and seeks new business development opportunities and develops strong professional relationships with potential donors.
  • Maintains an understanding of donor and IRI policies and procedures provides oversight and ensures grant compliance.
  • Provides strategic direction and guidance for competitive proposals and donor assessment reports. Will participate in required reviews (red team, gold team, etc.) as necessary.
  • Leads complex negotiations with bilateral and/or multilateral government agencies, donors or relevant audiences.

Individual will perform other duties as assigned and as consistent with the general responsibility of a Division Director.
