Job Details

The Director, Public Policy is part of the Global Healthcare Policy and External Affairs (GHPEA) Department. The position is responsible for the development and coordination of policy analysis and formulation efforts across different countries including trend and specific policy proposal assessments and analytics in relation to CSL Behring’s business and patient access to care, input to business and strategic plans, and informing the business for decision making. This position will be responsible for driving the development of internally aligned company policy positions, coordinating cross-functional input. The position will develop communications on policy positions for internal and external audiences in collaboration with other functions and comments to proposed laws and regulations. The Director’s efforts will support the government affairs efforts of the GHPEA team.

 Responsibilities:

  • Monitor, interpret and translate legislative, regulatory, political and other government proposals and their impact on CSL Behring’s business and patient access to care.  Focus will be on healthcare policy, but there will be involvement with other areas as required such as trade or tax policy.
  • Inform the business on trends and issues and help perform analytics on business impacts, priorities and options to address.  Provide key input to strategic and business plans. Partner closely with internal business partners and stakeholders to evaluate internal business plans, tactics, and goals and relate these to current and/or prospective changes, evolutions, trends or other dynamics that affect access to CSL Behring therapies and recommend/develop policy positions accordingly.
  • In collaboration with other functions and parts of GHPEA, lead and develop internally aligned policy positions, position papers and other strategic documents reflective of CSL Behring and its business portfolio. Will be involved in helping to define proposed legislative or regulatory language and writing company comments to government bodies. Contribute to the identification and assessment of internal policy priorities and projects in support of global business objectives. Lead development of policy-related communications strategies and products for internal and external audiences to communicate on issues and CSL Behring positions, in collaboration with other functions, including Corporate Communications.  Will have interface with key stakeholders, including patient groups, government, payers, health care providers and trade associations.
  • Provide direction to effectively manage policy consultants needed to help accomplish responsibilities and help assure needed information and perspective is provided.
  • Serve as a lead interface with BIO and other relevant trade associations on public policy formulation to ensure that CSL Behring’s interests are protected and/or advanced.

    Education:

    BA required, Advanced Degree preferred.

    JD not required

    7+ years’ experience in Public Policy

    International experience preferred but not required.

    Ability to work cross functionally and influence without authority.

    Policy and impact analysis experience preferred.

    Legislative and regulatory language drafting and knowledge of public policy process and how to affect outcomes

    Ability to understand and consider legal issues in policy development

    Health economics understanding and how to affect such policies is a plus

    Ability to travel.

    Ability to work dynamically within a cross-functional team environment.

    Results orientated and driven to succeed.

    Strong relationship building skills

    Passion for consumer segment and upholding CSLB’s core values

    Ability to manage and prioritize multiple projects simultaneously

Requirements
