The American Chemistry Council (ACC), a national trade association representing the world’s leading chemical and plastics manufacturers, currently has an opportunity for a Director, State and Regulatory Affairs in its State Affairs department in Albany, New York.  ACC represents its members on public policy issues; coordinates the industry’s research and testing programs; and administers Responsible Care®, the industry’s environment, health, safety and security performance improvement initiative.

The position is responsible for directing a multi-faceted regional public affairs program that includes state and local advocacy, coalition/alliance development, grassroots outreach and local communication projects.  The position is also responsible for strengthening the American Chemistry Council’s (ACC) state regulatory efforts.  The position reports directly to the Senior Director, State Affairs – Northeast Region.

Other key duties and responsibilities of the position include serving as an ACC advocate at the state level with members of state legislators and regulatory officials; building and maintaining effective relationships with elected officials, regulators and other constituencies (e.g., State Chemical Industry Councils, coalition groups, downstream customer groups, etc.); monitoring bills introduced in state legislatures and state/local regulatory agencies to determine impact and recommends appropriate position(s) for ACC; and directing responses to pending legislation/regulations in conjunction with business allies, contract lobbyists and/or constituent groups.


Required qualifications include a Bachelor’s degree in government affairs, political science, or related field and at least seven years’ professional experience in grassroots or political arena. In-depth knowledge and understanding of political, legislative and regulatory processes on the state level; demonstrated ability to make sound political and public affairs judgments, decisions and strategies; and the ability to cultivate and manage high quality stakeholder relationships are a must. A Masters’ degree in relevant field or Juris Doctorate is preferred.
