SUMMARY

The Executive Director of Human Resources leads district efforts in recruiting, developing and maintaining a highly effective work force. This individual serves as a member of the Superintendent’s Operations Team and provides support to the Superintendent, Deputy Superintendent and Assistant Superintendents in
administrative functions of the district. The Executive Director maintains positive relations with collective bargaining units and champions organizational objectives with all levels of staff.


ESSENTIAL DUTIES:

• Leads district recruiting efforts to hire highly qualified teachers and staff
• Provides direct support to Administrative and Supervisory management on all personnel issues
• Develops annual staffing allocations to schools and centers. Responsible for salary scale administration and the annual process for scale increases or adjustments. Ensures the district’s $280 million personnel budget is monitored and adhered to through a system of internal control for all positions and new hires
• Prepares and presents substantive analysis on relevant human resources topics to the Superintendent, Deputy Superintendent, Assistant Superintendents, Principals, Administrative staff and the Board of Education. Presents to the Board on a monthly basis all recommendations related to the administrative
activities of the district that require approval and/or Board of Education action as required by law
• Participates in the development of the district’s calendar for the school year
• Ensures adherence to current Board policy and rules as they relate to Human Resources
• Ensures district compliance with all audit findings and recommendations
• Provides leadership for collective bargaining and negotiations with unions. Maintains positive and respectful relationships with unions in implementing and interpreting employee contracts
• Ensures timely responses to employee concerns and administers the employee contracts and grievance process
• Conducts and documents employee investigations and complaints, provides testimony and depositions.
• Acts as the superintendent’s designee on personnel actions including progressive discipline and terminations
• Directs the administration of EAP, FMLA, and tuition reimbursement. Ensures monitoring and compliance with ACA legislation
• Ensures general training is conducted and completed by all employees for sexual harassment, harassment, diversity, safety and other relevant training as required by law or external agencies
• Ensures all employee records are complete and current including position descriptions, evaluations, certifications, training documentation and background investigations
• Reviews and updates the employee manual and policies and procedures on an annual basis
• Ensures all key positions in the department are documented and cross trained
• Serves on various internal committees including staffing, internal audits, classified pension, and employee benefits

Requirements

• A minimum of 5 years senior level human resources management experience

• An advanced degree in human resources or related field such as business or public administration
• Extensive background in managing a human resources department for a large, diverse organization
• Comprehensive knowledge of Federal and State employment law and union negotiations
• Knowledge of personnel related auditing, accounting and payroll procedures and practices
• Experience in financial and manpower planning
• Possess strong analytical, organizational, and managerial skills
• Experience in education is preferred
• Effective public relations and negotiation skills
• Excellent interpersonal, communications and analytical skills, and make effective presentations to internal and external groups including governing boards

Deputy Superintendent
