Executive Director

The National Association of State Treasurers seeks to provide advocacy and support that enables member states to pursue and administer sound financial policies and programs benefiting the citizens of the nation.

Membership is composed of all state treasurers or state finance officials with comparable responsibilities from the United States, its commonwealths, territories, and the District of Columbia. The private sector is represented through the Corporate Affiliate Program that was established to build professional relationships and foster cooperation between the public and private sectors.

The association serves its members through educational conferences and webinars, a variety of working groups, policy advocacy and publications that provide information about developments in public finance.


JOB SUMMARY

The Executive Director serves as Chief Executive Officer of the National Association of State Treasurers (NAST), headquartered in Washington, D.C., with a satellite office in Lexington, KY. The Executive Director and NAST staff also provide, by contract, staff services to the National Association of State Treasurers Foundation, a 501(c)(3) organization, which is an affiliate of NAST.

Requirements

ESSENTIAL FUNCTIONS, DUTIES AND RESPONSIBILITIES
•    Report directly to the NAST president and the Executive Committee, composed of constitutional officers, most of whom are statewide elected officials. Day-to-day direction is provided by the NAST President. The NAST Executive Committee may assign additional duties.
•    Responsible for the day-to-day operations of NAST and its offices, including assignment of responsibilities of all staff. Staff currently consists of two (2) positions in the Washington, D.C. headquarters and three (3) positions in Lexington, Kentucky.
•    Responsible for implementing the strategic plan and initiatives of NAST, and the administration and financial management of the organization subject to the direction of the NAST President and within the policy guidelines of the Executive Committee.
•    Responsible for membership recruitment and development among both the treasurers and the corporate affiliates.
•    Supervise programs, policies and federal representation efforts in the Washington D.C. office for the organization, requiring skills in and knowledge of the federal legislative and executive branches of government and the nuances of the federal government community.
•    Supervise communications and public relations efforts for the organization, requiring knowledge in communication strategies.
•    Supervise conference planning, requiring knowledge of event planning, contract negotiations and program development.
•    Responsible for the development and administration of a budget of approximately $2 million for the organization, insuring that revenues and expenditures are properly balanced, managed and reviewed, and proposing appropriate action to the president and executive committee when needed.
•    Develop and, with appropriate approval, implement programs supporting policies of NAST and its three affiliate networks, ensuring all programs and activities are in keeping with the overall NAST mission and strategic plan. These include, but are not limited to, educational programs for treasurers and treasury staff and educational programs in the treasurers’ states.
•    Communicates regularly with NAST officers and the Executive Committee on the progress and status of organization programs and issues.
•    Supervise administrative functions of the Washington D.C. and Lexington offices, requiring management skills and understanding of state treasurer issues and functions, and how NAST can support treasurers in their roles.
•    Leading and supervising, pursuant to a contractual arrangement, the staff of the NAST Foundation in the conduct of foundation activities, including but not limited to:
o    Organizing the National Institute of Public Finance (NIPF), a premier educational institute held bi-annually in odd numbered years in partnership with Pepperdine University on their campus in Malibu, CA
o    Developing and maintaining peer-to-peer symposium for newly elected officials
o    Developing and implementing additional programs and fundraising to meet the goals of those programs
•    Approximately 10% travel.

ESSENTIAL SKILLS & ABILITIES

•    Strong leadership and executive management skills, interpersonal skills, vision and initiative necessary to accomplish a higher level of attainment of NAST strategic goals and objectives consistent with status of NAST as a premier national organization composed of chief state treasury officers, leading network affiliates, and corporate affiliates.
•    Ability to implement the NAST strategic plan and initiatives, including but not limited to:
o    Development and implementation of major programs
o    Interaction with state treasurers and their staffs in the formulation and dissemination of policy positions on national issues of interest to state treasurers
o    Management of recruitment, retention and relationships with principal officer NAST members, network affiliates and corporate affiliate members.
•    Ability to lead and direct the day-to-day operations, administration and financial management of NAST and its offices, including assignment of staff responsibilities.
•    A strong administrator with team and alliance building skills, strong interpersonal skills and experience interacting with elected officials and influencers.
•    Knowledgeable of the roles and issues of state treasurers, their core functions and programs.
•    Substantial knowledge and experience as a strong and effective fundraiser.
•    Experience with federal and state government, association management or related field.
•    A track record of success in developing and maintaining budgets, managing complex projects and strategic planning.
•    Strong interpersonal and communication skills among diverse stakeholders/team members to develop and deliver effective, efficient programming.

EXPERIENCE REQUIREMENTS

•    Bachelor’s degree in finance, accounting, economics, or a related field.  Advanced degree preferred.
•    Minimum of five years’ experience in a senior level management role.
•    Experience with or in federal or state government, association management or related field.
•    Minimum two years’ experience in a role utilizing knowledge of finance, accounting, economics or related fields.
