Job Summary

AECOM has an opening for a Facility Security Officer (FSO) at our Springfield, VA location. The FSO will work in a collaborative team environment to provide oversight for and ensure compliance of, Company and Government security requirements. This position reports to the on-site Program Manager and will also be a member of AECOMs Global Resilience Group (GRG), Government Security (GovSec) Branch.

Duties and Responsibilities include but not limited to the following:

  • Provide security management oversight, leadership and guidance towards Intelligence Community and National Industrial Security Program (NISP) requirements.

  • Develop and implement local policies and procedures to satisfy company and client contract performance, statements of work, task orders and other requirements.

  • Plan for and administer all security-related activities essential to those requirements.

  • Manage personnel security investigations, security clearance and accesses via the Joint Personnel Adjudication System (JPAS), client systems and other processes.

  • Administer incoming and outgoing security clearance and access visit authorizations, classified meeting requirements, and company and client badging requirements.

  • Provide classification management and classified document control and accountability.

  • Manage NISP physical and facility security, storage, and access control authorizations.

  • Provide assistance and support for office facility access and internal movement controls.

  • Develop and conduct initial/recurring/annual security education training and briefings.

  • Conduct recurring security self-inspections; participate in security staff assistance visits (SAV), Security Vulnerability Assessments (SVA) and other government inspections.

  • Conduct Security Incident and Violation reports, Administrative Inquiries (AI) and other internal investigations as required.

  • Prepare and implement DD Form 254, Contract Security Classification Specifications.

  • Develop, implement and enforce Security Operating Procedures (SOP)

  • Promote awareness of and ensure compliance with regulatory reporting requirements.

  • Provide security subject matter expertise towards business development efforts such as requests for information, proposals, security requirements, and qualifications.

  • Participate as a key member in emergency and crisis management, business continuity, safety, workplace violence, and other critical management programs.

  • Lead by example in implementing the practices and procedures necessary to protect personally identifiable information (PII), proprietary and other sensitive information.

  • Develop and maintain positive relationships with all internal and external customers, to include other functional areas, e.g. Human Resources, Legal, Finance, and Facilities, as well as client and other government contracting and security officer representatives.

  • Work collaboratively within the Global Resilience, Government Security Group to share best practices, provide mutual support, and promote security programs success.

  • Regularly monitor and participate in client and security industry training and meetings.

  • Other duties as assigned and required.

Work Environment, Physical Demands, and Mental Demands:

Typical office environment with no unusual hazards, occasional lifting to 20 pounds, constant sitting while using the computer terminal, constant use of sight abilities while reviewing documents, constant use of speech/hearing abilities for communication, and constant mental alertness; must possess planning/organizing skills and be able to work under deadlines.

Minimum Requirements


  • U.S. Citizen

  • Current Top Secret(TS)/SCI clearance or TS and the ability to obtain SCI

  • Bachelor's degree in security management or related field or equivalent years in work experience.

  • Minimum of five (5) years of demonstrated, recent experience in government, national industrial security programs, preferably within the DoD.

  • Strong working knowledge of the National Industrial Security Program Operating Manual (NISPOM) and all Director of National Intelligence (DNI) security policies and regulations.

  • Strong working knowledge of the Joint Personnel Adjudication System (JPAS) (DISS), Scattered Castles, e-QIP, preparing DD Form 254s, certification and accreditation, clearance passing and conducting security briefings and debriefings.

  • Training and/or certification in the National Industrial Security Program or Intelligence Communities security arena, e.g. FSO Program Management.

  • Strong working knowledge of National Industrial Security Programs (NISP) and Department of Defense (DoD) security requirements.

  • Significant experience with personnel security processes, e.g. SF 86 Personnel Security Questionnaires and other related forms, electronic fingerprinting, JPAS and e-Qip.

  • Classification management experience regarding generation, receipt, handling, storage, discussion, reproduction, and destruction of classified information.

  • Experience implementing other Information, Personnel, Physical, Communications, and Operations Security programs and requirements.

  • Strong oral, written and interpersonal communication, relationship and teambuilding skills.

  • Strong Microsoft Office suite and other security information management systems skills.

  • Ability to perform work independently and under limited direct supervision.

  • Be comfortable and confident in communications and presentation skills.

  • Active networking in government and industry best practices and lessons learned.

  • Understand the Facility Security Clearance (FCL) process, to include SF 328, Certificate Pertaining to Foreign Interest, DD Form 441, Department of Defense Security Agreement, organizational and management structures, and Key Management Personnel (KMP).

  • Familiarity with the tenets of Foreign Ownership, Control, and Influence (FOCI).

  • Understand the Personnel Security Clearance (PCL) process to include initial and periodic investigations, investigative and adjudication authorities and standards.

  • Familiarity with Defense Security Services (DSS) Electronic Facilities Security Clearance (eFCL), Industrial Security Facilities (ISFD) databases, and Security Training, Education and Professionalization Portal (STEPP).

  • Understand For Official Use Only, Controlled Unclassified Information, Insider Threat, Operational Security (OPSEC), and Communications Security (COMSEC) requirements.

  • Familiarity with Executive Orders, United States Code, Information Security Oversight Office and other federal offices and agencies that promulgate security policies such as the Atomic Energy Act, Arms Export Control Act, Export Administration Act, International Traffic in Arms Regulations, Privacy Act, and Freedom of Information Act.
