Federal Affairs Director

The Federal Affairs Director will serve as a strategist and legislative liaison with House and Senate offices in pursuit of the American Wind Energy Association’s policy priorities. Works collaboratively with other AWEA staff in pursuit of the organization’s legislative and policy priorities. This position reports to Vice President, Federal Affairs.

 

Essential Functions/Major Responsibilities:

  • Serves as a spokesperson for AWEA and as primary liaison to certain congressional offices and other elected or appointed officials on the full range of priority wind industry issues, with a focus on military, wildlife, social license, offshore wind, appropriations and workforce development issues.
  • Helps manage certain outside AWEA consultants.
  • Develops and lead AWEA’s federal legislative engagement on assigned issues, including coordinating Hill messaging, advocacy materials and member company Hill engagement.
  • Provides strategic guidance in defining AWEA’s legislative agenda and strategic Congressional targets in coordination with AWEA’s Federal Affairs Committee and execute plans to engage these targets, whether for electoral, political or legislative reasons.
  • Attends political fundraising and policy coalition events on behalf of AWEA.
  • Develops fact sheets and assists in preparation of action alerts for a Capitol Hill audience.
  • Communicates legislative issues and developments to the membership verbally and in writing.
  • Participates as an AWEA representative, or leads if needed, within coalitions with other interest groups promoting AWEA policy priorities.
  • Assists Vice President of Federal Affairs with additional managerial responsibilities such as hiring new employees, conducting meetings, and implementing projects.
  • Assists Federal Affairs team with other projects as directed.
  • Attends AWEA conferences and board meetings as appropriate. Organize and facilitate policy panels at WINDPOWER, Fall Symposium and any additional opportunities identified by the Conference team.

 

Knowledge, skills and abilities:

  • Leadership ability to influence large and varied groups of people.
  • Familiarity with key statues, rules and regulatory entities required. Familiarity with wind energy helpful but not required.
  • Excellent written and verbal communication skills, including technical writing and editing skills.
  • Strong analytical and critical thinking capability. Ability to analyze technical/research data and information and communicate effectively to varied audiences.
  • Demonstrated ability to facilitate consensus and engender support and buy-in from stakeholders.
  • Demonstrated knowledge of computer software applications, such as Microsoft Excel, Word and PowerPoint.
  • Capacity to work collaboratively as a team player, while also identifying and resolving problems independently.
  • Ability to prioritize and complete a variety of tasks efficiently. Flexibility and ability to work well under pressure.
  • Willingness to travel.
