The Montgomery County Planning Department is looking for a Geographic Information Systems (GIS) Specialist III to join the IS/GIS Team in the Information Technology & Innovation (ITI) Division.
 
The primary focus of this position is the maintenance of the County's parcel fabric but may extend into other data maintenance workflows such as zoning and addressing. Candidates with experience in reviewing, interpreting, and converting legal property descriptions, deeds, probates, and other legal conveyances into the GIS database will be given preference.
 
The incumbent must be comfortable working in a complex distributed database environment with highly normalized data structures. Additionally, the position must be able to support existing dynamic, web-based mapping applications as well as develop and support new applications as needed.
 
The ideal candidate will be a team player with an excellent ability to perform technical tasks and problem solve independently, yet have the interpersonal skills needed to interact and communicate successfully with ITI's internal and external customers – senior staff, planners, colleagues, and the public. This position reports to the GIS Manager.

Roles and Responsibilities
 
The GIS Specialist III will be responsible for: Contributing to improving GIS workflows; Maintaining the parcel base; Providing quality control; Managing GIS contracts and agreements; Performing GIS analysis; Providing mapping support; Training users one-on-one and group settings; Supervising seasonal interns and junior staff; and Representing ITI at GIS conferences and meetings as requested.

Preferences

Bachelor's degree in cartography, geography, computer science, information management, GIS, engineering, photogrammetry or related field; 

Four years of experience in GIS operating on Windows platforms, including three years production and/or project management experience in GIS or other related surveying and mapping operations; and five years of experience in ESRI ArcGIS desktop editing and analysis. 

An equivalent combination of education and experience.
 
The GIS Specialist III will: 
 

  • Review record plats from our regulatory systems in GIS prior to approval.
  • Regularly coordinate with outside agencies for data and workflows.
  • Oversee and maintain web services used to convey certain GIS layers to agency web maps.
  • Develop and run SQL and PL/SQL Scripts from command line and/or GUI based tools as necessary to maintain the operational state and performance of the system.
  • Automate geodatabase management tasks and scripts.
  • Create new Enterprise geodatabases, instances, tables, layers, and feature classes as requested.
  • Document all system processes and scripts used to keep the geodatabases fully operational.
  • Automate geodatabase management tasks and scripts that support web services.
  • Build and configure simple interactive web-maps and web-apps using existing products (ArcGIS Server, Esri ArcGIS Online, Portal for ArcGIS, etc.).
  • Design, develop and maintain custom web-applications using current ESRI APIs.
  • Provide recommendations for system integration with other Commercial, Government, and/or legacy systems.
  • Build and deploy mobile friendly web-based applications for field focused data collection.
  • Document all tools and applications.
  • Provide technical assistance to end users accessing tools or applications.

 
Essential Functions

  • Provides day-to-day administration of one or more systems.
  • Coordinates, supervises or administers consultant/contractor work.
  • Manages one or more of the major GIS databases.
  • Performs image processing and analysis and data analysis.
  • Performs and coordinates data conversion, maintenance, and quality control in the production of digital coverages.
  • Provides user support.
  • Trains users.
  • Coordinates and monitors work of GIS staff.
  • Identifies resources requirements.

 
Essential Skills 
 

  • Customer Service Oriented.
  • An understanding of GIS at the database level.
  • Programming languages and hardware experience.
  • Oracle SQL and PL/SQL, Oracle APEX, ESRI's JavaScript and Flex API, ASP.net, Visual Studio, Dojo JavaScript, Python.

Requirements

1.  Bachelor's degree with a minimum of 24 credit hours in cartography, geography, computer science, information management, GIS, engineering, photogrammetry or related field;

2.  Four years of experience in GIS operating on UNIX, DOS, and Windows platforms, including three years production and/or project management experience in GIS or other related surveying and mapping operations.

3.  An equivalent combination of education and experience.
