Summary/General Description of Job:

Under the direction and supervision of the Human Resource and Security (HRS) Manager, the Senior Human Resources Generalist is responsible for providing senior level Human Resource support. The primary responsibilities are focused on developing recruiting/onboarding programs and implementing recruiting/onboarding innovations. This position will also support HR functions in the areas of administration, compliance, staff development, policies and benefits, i.e. FML. The Senior HR Generalist also develops supporting relationships with all functional departments and serves as back-up to the HRS Manager. This position provides day-to-day guidance of assigned HR staff.

 

Essential Duties & Job Functions:

  • Develop and manage a robust recruitment program, including identifying a continuous stream of qualified applicants.  Create recruiting outreach program with local institutions and government. 

  • Develop and continuously improve a selection matrix for choosing the optimum recruitment channel and recruitment source.

  • Develop relationships and contacts with recruiting resources in the area, i.e. trade schools, military placement, workforce, job fairs, etc.

  • Modify and continue to develop a new hire orientation program to include on-boarding.

  • Establish and manage a 90 Day New Hire Performance Evaluation program that incorporates coaching opportunities for supervisors/managers and promotes a proactive approach to performance concerns.

  • Develops, supports, enhances, manages and delivers site and corporate training programs to include proposing training opportunities to gain skillsets and efficiencies. Identifies training need and creates program.

  • Partners with functional and senior managers to develop succession plans that align with contract goals.

  • Develop all position descriptions and interview questions. Review prior to position postings and collaborate with hiring managers to improve.

  • Conducts job interviews for the managerial job positions in the organization.

  • Develop and measure recruiting program metrics. Implement initiatives to improve performance.

  • Collaboratively work with onsite security officer to ensure candidates are hired within the correct security guidelines.

  • Acts as single point of contact for managers regarding recruitment topics.

  • Conducts recruitment training and coaching for HR recruiters and hiring managers.

  • Responsible for evaluating and monitoring the work load of requisitions and vacancies to ensure timely fill rates and proper prioritization.

  • Conducts exit interviews, evaluates data collected, develops analysis and metrics, and reports opportunities to management regularly.

  • Develops, arranges and plans employee morale and survey programs/efforts/events. Evaluates programs, reports metrics and recommends changes as needed.

  • Support field staff by dedicating time to be mobile around the facility and talking with employees to actively foster a positive workforce environment.

  • Provides oversight to department when the HRS Manager is unavailable.

  • Ensures all practices are compliant with law, regulation and policy. May assist in audit preparation.

  • Provides backup support to all HR functions as needed.

  • Supports all HR functions, i.e. benefits, recruiting, compliance, security, records management, corrective actions, HRIS, etc. as needed and assigned.

  • Develops policies and procedures for HR and related functions.

  • Responds to Employee Relations inquiries as needed. May conduct investigations.

  • Develops, analyses, and reports on departmental metrics.

  • Develops and maintains healthy relationships with the customer, Corporate Human Resources, all contract managers and individual employees.

  • Participates in management efforts to institute a range of change processes and cultural improvements.

  • Creates HR related communications including manuals, forms, flyers, memorandums, notices, visual aids and or other informational materials.

  • Adheres to established company safety and standard operating procedures and policies.

  • Interacts with external agencies as the HR representative

  • Provides clear and decisive written and oral communication.

  • Efficiently and effectively coordinate multiple tasks and/or projects simultaneously.

  • Ensures departmental reports and data are executed timely, complete and accurate.

  • Keeps the HRS Manager informed of unique situations and problems in a timely manner.

  • Works with the HRS Manager to outline assignments then is expected to work independently.

  • Maintains a high degree of professionalism under pressure and works will all levels of the organization.

  • Occasionally operates Government and/or Wolf Creek-owned motor vehicles.

  • Performs other related duties and assignments as assigned.

  • Harmoniously working with other Wolf Creek employees and customers.

  • Ownership and execution of all job duties with timely, accurate, complete and cost effective performance.

  • Personnel accountability and performance management to include personnel reviews, timesheet review, leave request, counseling, coaching, disciplinary actions and recognition for assigned staff members.

  • Providing a proactive approach to Human Resource support activities including adding value, improving efficiencies, improving customer service focus, identifying other opportunities.

  • Ensuring Human Resources activities are handled in a professional, confidential manner.

Requirements

Mandatory

  • Bachelor Degree in Human Resources or related field and four (4) years of Senior HR Generalist work experience OR eight (8) years of senior Human Resource experience with direct experience in HR disciplines (Employee Relations, Recruitment, Benefits, Labor Relations, Compensation, Training, etc.).

  • A minimum of 5 years in a recruiting role.

  • A minimum of 2 years in a lead capacity with other staff members.

  • HRIS systems experience including entering or managing the entry of employee information, providing tracking and reporting.

  • Demonstrated experience and knowledge of Federal, State and Local HR employment laws and practices.

  • Ability to effectively communicate verbally or in writing with individuals at varying organizational levels.

  • Able to positively interact and develop rapport and confidence among employees, management, vendors or customers in a professional courteous manner in diversified situations.

  • Demonstrated mature judgment.

  • The ability to work with minimal supervision.

  • The ability to maintain confidential information.

  • Possess excellent computer skills, including Microsoft Word, PowerPoint and Excel.

  • U.S. Citizenship.

  • Ability to obtain and maintain a Top Secret Sensitive Compartmented Information (TS/SCI) level clearance.

  • Valid driver’s license.

  • Ability to lift 50 pounds.

 

Preferred

  • PHR/SPHR and CEBS.

  • Experience with Lawson.

  • Experience drafting policies/procedures.
