Summary

Manages the association’s outreach to state elected officials and policy-focused national organizations and lobby state elected and appointed officials in those forums. These include organizations like NCSL and CSG. Also represents the Association by communicating NRECA positions to outside groups, consumer groups and various issue coalitions, and informs the GR department of advocacy positions being taken by them. Communicates in a timely fashion with the VP of Political Affairs to ensure that follow-up advocacy occurs as needed. Works to expand the outreach program by establishing NRECA’s presence in additional elected official groups and forums including those emphasizing diversity. Has responsibility for delivering complex issues to these forums by coordinating closely with subject matter experts across NRECA and the membership.

 

Purpose and Mission

  • Works across NRECA departments, sectors of the membership (statewide associations, G&Ts, distribution cooperatives) and external audiences to gather and disseminate information.

  • Participates in shaping advocacy positions taken by state legislatures, advocacy organizations and coalitions and communicates those to VP Political Affairs, VP Legislative Affairs, VP, Regulatory Affairs, Executive Director, Environmental Issues.

  • Works with staff of state legislature groups and advocacy organizations to promote and communicate issues that are important to the industry and NRECA.

  • Works regularly with NRECA’s communication department on press releases and publications for advocacy purposes to state legislative organizations and advocacy organizations and coalitions.

  • Works with the State Lobbyist list-serve to communicate about electric cooperatives coordinating efforts at national meetings of state legislators.

  • Manages the day-to-day activities of the Coalitions and Grassroots Associate position, a position shared with the grassroots team. Directs and guides the coalition activities undertaken by the Coalitions and Grassroots Associate position.

  • Educates and informs VP, Political Affairs and SVP, Government Relations about national organizations that NRECA should consider joining and helps analyze return on investment for NRECA’s ongoing sponsorships.

  • Understands NRECA Resolutions and Legislative positions and communicates those in papers, and verbal presentations to state legislature organizations, advocacy organizations and coalitions. Delivers impromptu and prepared speeches before a variety of audiences.

  • Places electric cooperative leadership and NRECA subject matter experts in prominent speaking roles across state-elected meetings.

  • Develops materials for distribution at national legislative elected official meetings that proactively communicate electric cooperative positions and counter harmful messages promoted by other advocacy groups.

  • Communicates Outreach events to department, encouraging lobbyists, grassroots, and communications to make appropriate and effective responses when state activity impacts federal policy.

  • Directs monthly reconciliation of Outreach budget; Documents Outreach and GR expenditures from CEO Dues and Contributions budget.

Requirements

 

  • Bachelor’s degree from an accredited college or university required

  • 7+ years of professional political advocacy experience along with experience in coalitions and national organizations required

  • 1-3 years of management experience preferred

  • Understanding and communicating the legal, political, and regulatory issues that impacts our cooperative members is preferred

  • Knowledge of electric co-ops, the cooperative business model and the issues facing the cooperative world

  • Ability to apply legal, political and regulatory analysis skills in the execution of duties and responsibilities

  • Ability to communicate, both verbally and in writing, with a diverse membership, employees and/or vendors in a clear and precise manner

  • Ability to develop and deliver presentations and/or training workshops

  • Ability to be persuasive, negotiate, and collaborate with individuals at all levels inside and outside of the organization

  • Ability to use Microsoft Office tools (Excel, Word, Outlook, Power Point) in the day-to-day essential duties of the

  • Ability to provide service excellence by building relationships, being resourceful, responsive and respectful

  • Ability to be persuasive, negotiate, and collaborate with individuals at all levels inside and outside of the organization

  •  

  • Abilitiy to travel between 30 to 50% with overnight and weekend work
