Department/Program Summary:

The Congressional Affairs Program provides opportunities to members of the U.S. Congress to stay up to date and informed on transatlantic issues. It does so through regular engagement with both members and their staff. CA organizes topical briefings for members or committees, congressional testimony by GMF experts, and regular staff salons. The Congressional Affairs Program also seeks to connect lawmakers on all levels with their counterparts in Europe through events like the Congress-Bundestag Forum and other convenings.

Job Summary:

The Program Officer is responsible for assisting the Director of CA to build and maintain GMF's network on

Capitol Hill through individual meetings, networking events, and long-term strategic planning. The Program Officer is also tasked with assisting in maintaining the health and longevity of the program through fiscal management and internal communication. The Program Officer supports fundraising efforts through proposal writing. When necessary, the Program Officer should be prepared to provide guidance and assistance to the Program Coordinator and Program Assistant. In addition, the program officer also works with interns assigned to CA.

Requirements

Essential Duties/Responsibilities (in order of importance):

  • Congress Bundestag Forum —Track and manage the recruitment and logistical preparations for the program. Serve as the primary liaison to the Berlin Office for the day-to-day management and planning of the program. Gather information and develop all briefing materials
  • Budget — Prepare, manage, and track the budget throughout the course of the fiscal year to ensure prudent use of funds;
  • Member & Staff Engagement- Develop and maintain a network of congressional contacts in both houses of congress. Identify and organize convening opportunities on Capitol Hill including briefings, individual meetings, and networking events. Prepare written briefing materials;
  • Ethics — Review all Congressional Affairs activities to ensure they comply with existing House and Senate Ethics Rules. Complete and submit ethics paperwork to the House and Senate Ethics Committees when necessary; and
  • GMF Administrative Liaison — Collaborate with the Finance Department and other administrative functions within GMF to ensure compliance with GMF policies and protocol.

 

Knowledge and Skills Needed:

  • Demonstrated experience (minimum 1-2 years) in a related field
  • Excellent writing and editing skills in English.
  • Strong verbal and written communication skills
  • Ability to work in a fast-paced, dynamic, growing, and team-based environment
  • Ability to handle multiple priorities and deadlines, and to operate with minimal guidance
  • Depending on education, 3-5 years of experience working in a legislative position on Capitol Hill or in a government affairs or advocacy department;
  • Working knowledge of the European Union and basic European policy discussions;
  • Ability to work independently within a team environment;
  • Ability to find creative solutions to problem solving;
  • Impact driven and goal oriented;
  • Excellent interpersonal skills with a desire to build and maintain professional networks;
  • Strong writing skills drafting reports, memoranda among other things; attention to details;
  • Have the ability to easily understand and communicate effectively in a fast-paced environment;
  • Familiarity with the Congressional Ethics Process;
  • Working knowledge of Microsoft Products;
  • Experience managing program budgets;

 

Education:

Bachelor's degree with 3-5 years of experience or Master's degree with 2 years of experience
