Job Description



HII-TSD is seeking a Psychometrician with an active TS/SCI clearance and experience supporting DoD training and education to support our customer.


HII's Training Team is growing at a major DoD Joint Agency Supporting CWMD's and CIED's globally. We have an immediate opportunity for a cleared Psychometrician to support a DoD effort on an ICE Accredited program in the Northern Virginia Area. This is a fantastic opportunity for a former military or DoD experienced psychometrician who has indepth understanding of DoD education to make a program better by working closely with our ISD and instructor staff to improve validity, reliability and credibility of coursework. The qualified candidate will be creative, resourceful, and enjoy coaching and working all levels of military and government personnel or contractors.








Essential Job Responsibilities



Our Psychometrician will evaluate current testing tools and ensure they accurately measure against set performance standards for a determined set of knowledge, skills and abilities (KSAs). They will work with the Education Branch Instructional Systems Designer (ISD) to design and create valid and reliable assessment instruments and performance examinations that collectdata used to measure learning against a given set of standards. The Psychometrician will also ensure that all materials, educational processes and curricula delivery are in compliance with National Commission for Certifying Agencies (NCCA) accreditation requirements and Defense Intelligence Education and Training Board (DITEB) requirements.





Other responsibilities include:



+ Create student assessment instruments (tests and grading rubrics) to validate accomplishment of student learning objectives and make recommendations on the student assessment/testing process for contract courses


+ Develop and administer testing tools used by the customer


+ Administer testing and scoring performance based assessments with the aid of Instructors/SMEs


+ Conduct and participate in training needs analysis, practice analysis and task analysis to define student performance requirements for training


+ Summarize, analyze and report on end-of-course student evaluation data; use this to create yearly, or as requested, metric reports for stakeholder decision making and student record keeping


+ Provide measurement services including: manipulate and validate data files, scoring, test and analysis


+ Provide Quality control


+ Peform psychometrician program review


+ Identify research components of customer programs


+ Support building partner capacity measurement and evaluation effectiveness of current methodolgies


+ Comply with Foreign Disclosure Office and Intelligence Community Authorized Classification and Control Markings.


+ Develops, inspects, mines, transforms, and models data to raise productivity, improve decision making, and gain competitive advantage.


+ Conducts quantitative and qualitative analysis on data and information to ensure correct predictive forecasting or classification.


+ Manages all aspects of end-to-end data processing utilizing customized report building functions of systems.


+ Maintains analytical systems, verifies the accuracy of the data, and acts as liaison with business.


+ Other duties as assigned.






Minimum Qualifications




+ 15+ Years of relevant experience in educational measurement programs with Bachelors in Psychometrics or 13+ Years of relevant experience with Masters in a relevant area (i.e. Education Measurement and Evaluation, Measurement and Statistics, Industrial/Organizational Psychology, Personality Research or Quantitiative Methods); An additional 4 years of specific job experience with a HS diploma may be substituted for the Bachelors degree requirement for this job.


+ Demonstrated experience creating student assessment instruments (tests and grading rubrics)


+ Familiarity with, and able to apply instructional system design (ISD) training development guidance such as TRADOC Regulation (TR) 350-70, Air Force Manuals 36-2234 or 36-2236, or other related DoD manuals.


+ Working knowledge of development of learning objectives; methodologies of lecture, demonstration and practical exercise; adult learning theory and use of training aids


+ Strong oral and written communication skills.


+ Strong, detail-oriented analytical and critical thinking skills.


+ Due to the nature of OCONUS travel, a Current U.S. passport is required


+ Ability to deploy or TDY for short periods of time worldwide.


+ Clearance: Must possess and maintain and active DoD TS/SCI Security Clearance






Preferred Requirements




+ Masters degree and over 5+ years psychometric experience


+ Two (2+) years as a formal instructor in support of DoD


+ Master Training Specialist Certification


+ Demonstrated knowledge of and experience with the Institute for Credentialing Excellence (ICE) or other national accrediting agency


+ Master's Degree + 10 years' experience


+ Instructional System Design (ISD) process


+ Curriculum Development Certification






Physical Requirements


Job performance will normally require only minor lifting and carrying of boxes of records or equipment.
