Resident Senior Director: Ukraine

The National Democratic Institute for International Affairs (NDI) seeks a Resident Senior Director to manage and represent a complex, multi-faceted portfolio of democracy assistance programs in Ukraine. Particular focus is on strengthening the political and civic organizing skills of Ukrainian leaders in a wide range of local partner organizations, encouraging political participation and inclusion of women and other marginalized groups, and public communication and outreach by Ukrainian governmental and non-governmental leaders. This position will be based in Kyiv and requires travel throughout the country.The position is available immediately.

This position will have supervisory responsibility for the design, management and implementation of programs for civic and political leaders, at the national, regional and local levels. The Resident Director will also represent NDI to the government of Ukraine, the US Embassy, USAID, European and other donor embassies and agencies, and local and international non-governmental organizations (NGOs). Candidate will also be responsible for the overall management of the office, to include financial and human resource management in consultation with the DC office. Close coordination will also be expected with NDI -Washington, including day-to-day contact with the Washington-based staff that provides oversight for field activities.


  • In collaboration with Kyiv- and DC-based staff , lead the design, management and implementation of NDI's programs and consultations with political and civic leaders as well as elected and other government officials
  • Provide day-to-day management and oversight of professional and support staff in the field office;
  • Maintain relationships with key partners in civil society, government and the donor community
  • Oversee the development, review and timely submission of program-related materials, including regular reports that describe activities, measure and evaluate program results, and report on political developments in Ukraine that may affect program outcomes
  • Ensure adherence to NDI-DC and Ukrainian policies and procedures, as well as adherence to funder/donor regulations, ensuring the integrity of all financial transactions


  • Bachelor's degree or equivalent in a field of study related to political science, international development, or international affairs or related field; Additional years of relevant work experience may be substituted for educational requirement on a one-for-one basis
  • A minimum of twenty (20) years substantive political leadership experience, with particular emphasis on innovative training and leadership development within politically active non-governmental organizations, parties or election campaigns, and/or legislatures and ministries
  • Practitioner expertise in two or more of the following areas: public opinion research design and applications; gender and inclusion; public consultation; civic advocacy and political process monitoring; coalition and consensus building; parliamentary and political party development;
  • Experience in program and personnel management; the ideal candidate possesses capacity for innovation and creativity in designing and implementing democracy assistance programming;
  • Demonstrated ability to work effectively with political and civic leaders at the highest levels as well as members of the donor and diplomatic community
  • Demonstrated ability to inclusively lead, manage and develop a large team of local and and expatriate staff
  • Ability to communicate and adapt skills and experience to others as a trainer, advisor and consultant
  • Strong oral and written communication skills in English; Experience and an ability to work in a challenging environment is highly desirable, as is previous experience in former Soviet/Eastern bloc countries
  • Ability and willingness to travel to regional locations that may be remote and difficult to reach
  • Previous experience working with USAID-funded programs also desirable
