General Summary/Purpose:

The Center for Government Excellence (GovEx), a unit of Johns Hopkins Centers for Civic Impact, seek a Senior Advisor (JHU REQ: Sr. Research Data Analysts) whose role is core to the implementation of data management, performance management, and data analytics in all of the cities and governmental organizations in GovEx's portfolio. Senior Advisors play a critical role delivering world class coaching, trainings, and resources to government leaders and their staffs

Senior Advisors serve on GovEx's frontline coordinating efforts with public sector leaders and mid-level staff. GovEx Senior Advisors are subject matter experts, experienced in government operations, who guide the research and analysis necessary to determine a client government's facility to use data and evidence in decision making and operational functions. They also work hand-in-hand with public sector leaders to build and advance its data management, performance, and data analytics practices

This position reports to the Director, Center for Government Excellence

Specific Responsibilities for the Senior Advisor Position Include:
  • Provide direct technical assistance to government practitioners implementing data management, performance management, and applied analytics programs.
  • Serve as a subject matter and political context expert, particularly in relation to economic mobility challenges.
  • Support the Centers for Civic Impact leadership team developing a repository on best practices and new trends in the data usage by governments.
  • Develop curriculum and resources to support workshops, trainings, and courses delivered via GovEx Academy (another unit of the Centers for Civic Impact).
  • Organize on-site trainings and workshops held with academic, government, or nonprofit partners.
  • Lead on-site and virtual workshops and training sessions on data management, performance management, and data analytics.
  • Facilitate collaborative learning and other peer networking opportunities.
  • Support the development of materials presenting trends and results seen among GovEx's public sector clients.
  • Manage day-to-day relationships and communications with client governments.
  • Identify and recruit new government partners for technical assistance and training.
  • Supervise data analysis and maintenance.
  • Work in collaborative teams.



Minimum Qualifications (mandatory):
  • Master's degree in related discipline required
  • One year related experience required
  • Demonstrated ability on significant graduate project or additional doctoral education may substitute for experience to the extent permitted by the JHU equivalency formula

Preferred Qualifications:
  • PhD preferred.
  • Experience working in public policy, public administration, or a related field.



Special Knowledge, Skills, and Abilities:
  • Experience working in public policy, public administration, or a related field.
  • Practical experience with economic mobility policy creation or implementation.
  • Capacity to thrive in relationships with leaders in the public sector.
  • Ability to represent the Centers and its partners before Mayors and other government officials.
  • Strong understanding of quantitative research methods, and the ability to work with and understand, complex datasets.
  • Familiarity with statistical software packages (e.g., R, STATA, SPSS).
  • Commitment to a collegial workplace.
  • Ability to work independently and in a result-oriented environment.
  • Excellent writing and interpersonal skills.
  • High proficiency in Microsoft Excel, PowerPoint, or comparable software.
  • Ability to create data visualizations in D3.js, RStudio and/or Tableau.
  • Knowledge of open-source relational databases such as MySQL or PostgreSQL, and open source programming languages such Perl and PHP.
  • Familiarity with Amazon Web Services.
  • Familiarity with Geospatial Information Systems (GIS) such as ArcGIS or QGIS.

During the Influenza ("the flu") season, as a condition of employment, The Johns Hopkins Institutions require all employees who provide ongoing services to patients or work in patient care or clinical care areas to have an annual influenza vaccination or possess an approved medical or religious exception. Failure to meet this requirement may result in termination of employment

The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office
