General summary/purpose:

Manages financial transactions involving clinical, joint agreement funds, general funds, federal and/or private grants and contracts, and gift and discretionary accounts for the Division of Pulmonary and Critical Care Medicine within the Department of Medicine. Performs comprehensive financial analysis and projections, relating to business or research trends to improve Divisional operational and financial effectiveness. Oversees the development and monitoring of clinical, joint agreement funds, general funds, and gift and discretionary budgets. Coordinates the overall fiscal budget submission to the Department of Medicine. Assists in grant financial planning and cost analysis. Analyzes financial data to ensure efficient use of resources. Ensures compliance with university and/or agency regulations and restrictions. This position reports to the Divisional Assistant Administrator and Financial Manager for Pulmonary and Critical Care Medicine.

Specific duties & responsibilities:

FINANCIAL MONTHLY FINANCIAL CLOSE, REPORTING & ANALYSIS:

  • Interpret and analyze divisional All Funds monthly financial results and document variance explanations. Seeks and proposes resolutions of negative variances and deficit balances.
  • Review and analyze divisional Clinical Practice reports for clinical volumes, charges, and payments by provider and billing area. Communicate unfavorable variances or trends and work with Director of Clinical Operations, Assistant Administrator and Division Director to resolve any issues.
  • Review and analyze Faculty Productivity and Benchmark reports. Update benchmarks based on changes in assignments/schedules. Communicate unfavorable variances or trends and work with Director of Clinical Operations, Assistant Administrator and Division Director to resolve any issues.
  • Monitor and approve departmental expenditures throughout the fiscal year. On a monthly basis review and reconcile expenditure statements for the departments clinical, designated and discretionary accounts. Analyze results and recommend necessary budget adjustments, and cost effective measures to the Assistant Administrator and Division Director.
  • Develop and disseminate monthly a set of management reports summarizing divisional financial status for clinical and non-sponsored accounts.
  • Ensure that non-payroll cost transfer and payroll transfers are prepared timely.
  • Serve as Petty Cash Administrator for various divisional accounts to ensure compliance with policies and procedures including monthly reconciliations.
  • Coordinate all processes and transactions for fiscal year end close and opening.
  • Communicate with appropriate internal and external administrative offices to ensure that established procedures are followed. Provide instruction and answer questions relative to budget procedures and serve as liaison between the Divisions and the Department of Medicine.

FINANCIAL ANNUAL BUDGET AND PERIODIC PROJECTIONS:

  • Actively coordinate the preparation of the annual fiscal year budget for clinical services, affiliated institution funds, general funds, and designated and discretionary funds. Ensure collaboration with key stakeholders throughout the Division, Department and JHMI. Incorporate the sponsored projects budget into the Divisions budget. Ensure timely and accurate submission of all budget requirements. Respond promptly to requests for information or inquiries.
  • Develop complex and logical models to aid in the preparation and analysis of the annual budget.
  • Interpret current and historical data and fiscal patterns to project future revenue streams and expenditures of the Division and Clinical Services for the current fiscal year and beyond.
  • Update current year financial projections required by the DOM on a monthly basis for roll up to the SOM.
  • Review costs and perform cost benefit analysis on all clinical areas within the Division and identify budget issues and provide fiscally responsible solutions to the Divisional Administrative Leadership Team.
  • Work with key stakeholders to prepare the annual capital budget and subsequent reprojections. Ensure capital expenditures support the strategic plans of the Division. Prepare required documents for submission to the capital committee and update the capital projects database Stratajazz. Participate in capital request presentations.

FINANCIAL FINANCIAL ANALYSIS:

  • Develop complex financial models and analyses to assist in developing business plans for new and existing clinical and/or research programs and recruitment of new faculty within the Division. Compare and analyze actual results to the original business plan each year to monitor how the program or faculty member performed and to refine planning processes.
  • Plan and conduct complex studies to determine the cost of business for divisional clinical programs.
  • Develop and analyze Faculty P&Ls to support decision making by the Assistant Administrator and Division Director.
  • Perform complex statistical, cost, and financial analysis of data reported in the various accounting systems. Communicate necessary information to the Divisional Administrative Leadership Team.

FINANCIAL HR RELATED ACTIVITIES:

  • Disseminates the control salary report semi-monthly to divisional staff with an action plan to reduce any unfunded salaries.
  • Oversees effort reporting to ensure the Division remains compliant with Departmental policies. Ensures proper allocation of effort funds semi-annually based upon Divisional guidelines.
  • Prepare salary change request forms to ensure accurate adjustments to labor distributions when salaries are changed.

INFORMATION SYSTEMS:

  • Uses various software applications, such as spreadsheets, relational databases, statistical packages, and graphics packages to assemble, manipulate and/or format data and/or reports. Applies multi-application and integration techniques in computer systems to develop end user data sets and reports for financial decision making.
  • Designs complex financial reports utilizing the School of Medicines accounting system data (SAP) and assists in the dissemination of information in various formats to the Divisions.
  • Performs complex statistical, cost, and financial analysis of data reported in the various information systems. Creates integrated financial reports for the Divisions of Nephrology, Hematology, and Pulmonary and Critical Care Medicine. Develops financial reports for forecasting, trending, and results analysis

ADMINISTRATIVE:

  • Works in formal and informal forums with divisional and departmental personnel on financial issues affecting Human Resources, Grant administration, and financial management.
  • Applies a working knowledge of applicable laws and regulations; verifies documents for completeness and compliance with government and private agencies.
  • Identifies weak or non-existent financial control processes and works with leadership to develop corrective action plans.
  • Reinforces University financial reconciliation processes among divisional administrative staff. Identifies areas that need particular attention and additional training. Provides guidance and training as appropriate.

GRANT ADMINISTRATION:

  • Clinical trial administration will be overseen by this role in helping PIs develop clinical trial budgets, submitting proposals to ORA and managing post award financial reporting, compliance and reconciliation in conjunction with the study team.

Minimum qualifications (mandatory):

  • Bachelors degree in finance, accounting or a related field.
  • Five years progressively responsible related financial or accounting experience.
  • Master's in a related field may substitute for experience, and additional experience may substitute for some education, to the extent permitted by the JHU equivalency formula.

Preferred qualifications:

  • Masters in Business Administration (MBA)
  • Advanced knowledge of SAP accounting system practice and implementation within the Hopkins environment
  • Advanced knowledge in the use of financial software applications, databases, spreadsheets, and/or word processing.

Special knowledge, skills, and abilities:

  • Advanced knowledge in the use of financial software applications, databases, spreadsheets, and/or word processing.
  • Exchanges non-routine information using tact and persuasion as appropriate requiring good oral and written communication skills
  • Ability to make independent judgments and to act on decisions on a daily basis.
  • Ability to work with flexibility on several tasks simultaneously and to meet various concurrent deadlines.
