Job Details

The National Endowment for Democracy (NED), a congressionally funded, private, nonprofit grant making organization that works to support freedom around the world, seeks a Sr. Manager for Government Relations.  This position is part of the Government Relations and Public Affairs (GRPA) Department and is based in Washington, D.C.

 

Position Summary:

The Sr. Manager will engage with the U.S. Congress and the Executive Branch to share NED’s work and assist with NED’s annual budget and appropriations strategy.  The incumbent will coordinate with NED’s core institutes and collaborate with other NED Departments, including Program, Grants and the Forum to advance understanding of the work of the Endowment. 

 

Responsibilities: 

  • Oversee congressional outreach, including educational meetings for congressional staff with visiting NED grantees and NED staff experts.
  • Coordinate congressional outreach with NED’s core institutes.
  • Share information about hearings and legislative developments with NED staff.
  • Manage the congressional relations responsibilities of the Program Coordinator for GRPA to enhance contact with appropriate legislative staff, explain the mission of the Endowment and its relationship with the Congress, and keep them informed of Endowment programs and other activities.
  • Coordinate NED’s appropriations strategy.
  • Coordinate yearly preparation of budget materials for submission to DRL, OMB and Congress.
  • Coordinate responses to government oversight entities (State Department, IG and GAO)
  • Assist VP for Government Relations and Public Affairs with Executive branch outreach efforts.
  • Coordinate with colleagues from Public Affairs and Leadership on the development, planning, implementation and follow-up for events on the Hill or involving the Congress.
  • Support FOIA officer and assist with managing responses to all FOIA inquiries. 

 

 

Requirements

 

 

  • Knowledge/Experience:

­   Master’s Degree or similar preferred;

­   5-7 years of experience on Capitol Hill or equivalent in government/legislative affairs.

 

  • Other Qualifications: 

­   PC proficiency in Windows based environment;

­   Authorized to work in the United States.

 

  • Competencies:

­   Superior written, oral and interpersonal communication skills; 

­   Attention to detail and ability to multi-task; 

­   Must possess a “customer service” orientation with the ability to build relationships and partner with colleagues;

­   Strong collaboration skills capable of reaching across organizational hierarchies and structures.
