Vice President, Electricity and Transmission Policy        

The Vice President, Electricity and Transmission Policy will lead AWEA’s efforts to promote policies that benefit renewable energy through non-discriminatory wholesale electricity policies, provide revenue streams to renewable projects, and facilitate the efficient and affordable integration of renewable energy. The incumbent will help maintain and improve workable markets and secure policies to expand transmission to help maximize the growth of renewable energy and support the economic operation of existing facilities. The VP must have the ability to meaningfully guide the policy direction for the renewables industry at the federal and RTO levels. The incumbent will serve as an effective spokesperson, having the skills and willingness to help create content in addition to having sufficient knowledge and expertise to interface with experts in the wholesale markets and transmission space; along with the desire and ability to build relationships with leadership in RTOs, FERC, NERC, Commissioners, stakeholders and other federal agencies. This position reports to AWEA’s Senior Vice President of Government and Public Affairs.

 

Essential Functions/Major Responsibilities:

  • Represent the renewables industry before relevant decision-making bodies and organizations including grid operators, federal and state regulators, reliability authorities, state and federal legislators, and executive agencies, serving as the lead to develop strategy and conduct outreach to regulatory audiences in the electricity markets and transmission space.
  • Serve as a resource for our members, identifying public policy threats and opportunities to increase renewable energy development and deployment, and working with AWEA committees to develop consensus policies and principles.
  • Work with members on the development and execution of strategies to increase electricity demand for renewable energy, including electricity market and transmission policy.
  • Develop and manage relationships with senior FERC staff and Commissioners, RTO/ISO leadership, relevant state utility commissioners, and NERC leadership.
  • Initiate and lead meetings with agency staff and appointees. Coordinate preparation of materials in support of such meetings. Manage the drafting of testimony, research, position papers, and regulatory comments. Manage the creation of advocacy and educational material appropriate for a variety of audiences.
  • Develop, manage, and execute relevant portions of AWEA’s strategic plan. Guide supporting resources to attain desired outcomes, including oversight of 3-4 dedicated AWEA staff, leadership of relevant AWEA member committees, and coordination of work with other like-minded regional and federal organizations.
  • Speak on behalf of AWEA and the renewables industry at events and with media outlets.

 

Knowledge, skills and abilities:

  • Leadership ability to influence large and varied groups of people.
  • Familiarity with key statues, rules and regulatory entities required. Familiarity with wind energy helpful but not required.
  • Excellent written and oral communication skills, including technical writing and editing skills.
  • Strong analytical and critical thinking capability. Ability to analyze technical/research data and information, and communicate effectively to varied audiences.
  • Demonstrated ability to facilitate consensus and engender support and buy-in from stakeholders.
  • Demonstrated knowledge of computer software applications, such as Excel, Word, and PowerPoint.
  • Capacity to work collaboratively as a team player, while also identifying and resolving problems independently.
  • Ability to prioritize and complete a variety of tasks efficiently. Flexibility and ability to work well under pressure.
  • Willingness to travel.

 

Education and/or Experience

Qualified applicants may possess any combination of education and experience enabling them to successfully perform the responsibilities of the position. Preferred qualifications are: Bachelor’s degree required.   Master’s degree in public policy, law, engineering, or related field preferred. Seeking candidates with at ten or more years of relevant industry, regulatory agency and/or grid operator experience.
